observerships

Hello, I am an IMG trying to apply for observership after completing my steps. planning to schedule my CS in June 2012. so do u guys suggest i do observership before that or after that? and when should i start applying for both CS and obsevership? I hope someone can help me out in this...

I wanted to take the steps, and I thought that was all I had to do in order to get into a Pediatrics residency in the states. And then someone told me that if I don't have recommendation letters I should just forget all about it. Is that really the case? If so, should I apply for an externship...
