Definition of Fresh Graduate?

I have a question here. I have been reading a lot about being fresh graduate. What is a fresh graduate. 1 year since graduation, 3 years, 5 years????? What fresh exactly means?????? I graduate in 2009, is that fresh?????? I'm hoping on getting match for residency in 2012. I'm going to be fresh graduate by that time??????
