In USMLERx it's mentioned that we can diagnose placenta previa using a transvaginal ultrasound while Kaplan said that we should never attempt vaginal examination if we suspect placenta previa!

Can anybody help with issue that is bothering me :(

it's kept away from the os

This is because the transvaginal ultrasound probe is kept 2-3 cm away from the cervical os and therefore the risk of bleeding the placenta previa even if it was complete is very minimal.

If they find no placenta previa with the transvaginal ultrasound then formal digital pelvic examination can then proceeded.

I thought that a Transabdominal USG is done first to Diagnose PL.Previa...

NO Digital exam or Transvaginal USG to be done in antenatal h'rrage
