My friend has got an exactly similar problem last year.

In the IVs they did not ask him about his failed attempt at all, they just asked him whether his ECFMG will be ready before ranking and he promised YES and he did.

He was matched in Ob/Gyn out of two interviews only.

Do not underestimate your chances, you can make it

Prepare very well for the IV, I'd recommend you get some IV training.

May I have a question regarding apply for Residency Match?
How do you appy for Residency when CS is not completed. I'm grad from other country, pass step 1 & step 2 CK, failed CS. Can I apply for Residency now?

Theoretically yes you can but it's very unlikely to get any interview
I suggest you finish the CS and then apply to the Scramble
