If I have decided on my number 1 program I wish to rank, is it important to notify the program? when should I notify them? and what is a good content of the email that I will send them?

it is optional , if you want to send them, just let them know that you are interested in their program and want to rank them number one .
full stop .

it won't affect their choices of applicants.
