MAN, smoker have increase blood pressure you told him to stop smoking

but he refuse that and show no willing to stop smoking ....

next year in a routine visit you find him hypertensive again

what you will do ?

1- Tell him again to stop smoking

2- Tell him you see you are hypertensive because of smoking

3- Don't tell him about smoking unless the patient mention it.

1. Tell him again to stop smoking.
In 2 you are blaming the patient for his illness and in 3 you are ignoring a major problem, that's why I think it's 1.
