So it depends on which specialty you are looking to match
However if you want to generalize
then here's a list of the highest IMG matching states:

• Philadelphia
• New Jersey
• New York
• Maryland
• Illinois
• Ohio
• Pennsylvania
• Texas
• Virginia

Note that I don't have a documentary statistics for the list, this is just out of personal and friends' experiences.
