Medical Board of California Warning about Hands-On clinical experience for IMGs

The Medical Board of California has been recently releasing posters and letters warning California physicians that allowing international medical graduates in assisting them and providing them "hands-on" clinical training is illegal in the state of California.

Here's what the notice that they have been distributing everywhere

What brought their attention to this issue is that they have been seeing letters of recommendations from California physicians saying that an IMG has been assisting in the clinic and has had hands-on experience. They actually used these letters of recommendations as a prove and some physicians have been sued by the medical boards of California.

So dear IMGs,
No more "legal" hands-on experience in the State of California before you are fully licensed.

Molly Fraiser put the same thread couple of weeks ago...
But What about Electives for Medical student?
My school is not approved by MBC since no one tried to get PTAL, is it allowed to me to do electives-hands on experience- there as a medical student?

I don't have an answer to your question
Your best bet is to consult with the university you are applying to.
Remember the medical boards of California has no control on universities they just regulate practicing physicians.

Thanks Sabio. What about other states, do they also have a law similar to California on Hands-on clinical experience for IMGs? I am particularly interested in knowing about Michigan. If so how can IMGs get experience and letters of recommendation? I have been working in my country for 3 years, would it count to get letters of recommendation from my country?

Dear Sabio, thanks for your post.
I wonder if you know the answers to this questions: When you say "fully licensed", do you mean ECFMG certification? or residency position? And what about people hired as clinical researchers in California?

Thank you!!

Fully licensed, means you are ECFMG certified and you've done ACGME accredited residency in USA and you got your California license.

For research and other non-physician jobs, these are not regulated and you can do whatever you like.

No. It does not help.
PTAL qualifies you to be trained in a residency or fellowship program, it does not allow you to do hands-on externship.

So, what if I do a rotation that doesn't have any direct patient contact e.g. radiology?

where city has more opportunity for finding abservership/hands on.

hi thank you for this post,
is there any other state and cities that are not allowed for hands on?
i must choose the the city for the kaplan courses i m about to enroll ,i had finished think about LA for the same reason you said now i m just confused about where do i choose to have more opportunity to find abservership/hands on (even payed one with companies)positions too.(till now i have thought about DC)
i ll thank you for any experience or idea
