Need help

hi there,

i`ve just begun the proccess.i`ve got my id and password.then i went to examination application.i went through that till the last page,where they want fee payment.at this page,i saved and loged out.my aim was to find those downloadable forms but i didn`t see them.
do they appear after the fee payment?
i`ve not sent anything by mail yet.i`m a little confused,should i pay the fee while still nothing has been approved?

if it was too soon for me to go through the exam. application,then why the system let me start that?

please somebody tell me what should be my next step and if there is anything wrong ?
