• New functionality will be added to the R3 System to allow programs to offer unfilled positions on the basis of preference lists submitted by the programs.
Am not sure what does that mean. I think you'll get to see something like that,
Unfilled position in Program X, needs applicant with score 85 and above and graduate of less than 3 years.
Something like that will be seen in your NRMP (SOAP) interface in the computer.
This will help decrease the burden on the programs as they won't see people without the specified criteria.

• Applicants must accept or reject their offer(s) within a specific timeframe; offers not accepted or rejected will expire.
This is also a good change in the scramble. Because in the past programs might still go unfilled because applicant were late in accepting or rejecting offer, so by the time they change their mind, the scramble 48 hours window is over and the program can no longer offer the position to other people.

:)):)) This is just to hold you accountable when you accept an offer, hand shaking means a promise of the gentleman.
You see the problem with Scramble or SOAP is that there will be no time for you to go physically to the residency program location or even no time to send them your physical signature.
That's why they are creating this hand shake stuff, to hold you accountable.
Many applicants in the past, were able to run away from their commitments because there was no legal obligation.
Why they run away? they found better offer in scramble :rolleyes:
