RER synthesizes proteins to be exported,
free ribosomes synthesize cellular proteins.

All proteins (mRNA) start translating on free ribosomes. The following three types are then shifted to ER for completion of translation,

1. Protiens that are to be secreted (eg insulin)
2. Protiens that are to be stored in lysosomes
3. Protiens that form parts of cell membrane

the rest complete their translation on free ribosomes.
