Residency and future in USA

I want to enquire about life after residency in usa, esp for indian medical graduates. Is it truest hat now the American gov is kicking out all the doctors after residency?
I mean they only allow very brilliant doctors to stays ne the rest cannot get H1B visa?
Because I think most of the people who work their ass off for this exam would definitely want to live in USA in the future. At least for some period of life.
Any comments or light on this would be highly appreciated.
