Excerpt from ECFMG Bulletin of Information for USMLE: "For Step 2 CS, if you do not begin every case, your performance may be assessed on those cases completed. If this assessment would result in a passing outcome no matter how poorly you may have performed on the missed case(s), then a "pass" will be reported. If this assessment would result in a failing outcome no matter how good your performance on the missed case(s), then a "fail" will be reported. Otherwise, the attempt may be recorded as an "incomplete examination." "

Does anyone among you, dear fellows, has any idea of what ECFMG means by this statement?

I think this is what they mean

I think what they mean by that is that is certain very unusual and rare instances cases may not be completed all of them. For example if the examination center wanted to close earlier or because of technical problems with the computers or with the buildings or in cases where the SPs had some problems had to leave or not able to do the cases ....etc

In such circumstances they will assess your performance only on the cases that you have finished.

But, importantly, do not take this sentence as an OK for you to not to finish the cases. If you do not complete a case (and it's your fault, not their fault) then definitely you'll be assessed on that and they'll fail you.
