Most of them are answering me this;

What does that mean?

Should apply to them or not?

I don't waste my money if these people won't bother with my application

These are program coordinators

This is a reply from the program coordinator not from the program director.

Program coordinators are usually clerks and secretaries and they have no role in the decision of sending you an interview or not.

When you send your email to them, they usually reply with what you said. Unless, they are so helpful and supportive and they take the task of forwarding your email to the decision making people (program director for example). They usually do not do that until the actual application season starts which is after September 1st.
