The CS pass rate for International Medical Graduates has been declining over the years 2007 and 2008 and it little improved or stayed the same in the year 2009.
This is probably because of more stringent criteria and higher thresholds for passing as set by the USMLE official administrators.
Here's a look at the pass rate of first time test takers of US/Canadian students versus IMGs over the past four years.

We can see that the pass rate for US/Canadian students have been steady and consistent throughout these fours years but it has significantly dropped down for IMGs.
