I am wondering when is the last date or time to reschedule the exam date (postpone it).

There's no deadline date, you can even skip the exam date and don't go there.

But, the issue is that they'll ask you to pay fees.

For Step 1, Step 2 CK, if you don't reschedule 30 days before the exam they'll make you pay $50 and more than that if less than one week before the exam date.

yes you can reschedule for exam and there is no particular deadline date for steps

yes there is no such thing called deadline for exam you can just postpone the exams
