Default Carbon monoxide and O2 content

Confused here on CO poisoning and its effect on O2 content.

O2 content = (% Saturation) * (O2 binding capacity) + PaO2.
FA states that both % saturation and O2 binding capacity decrease with CO. Why is this? CO decreasing % saturation is intuitive because it competes with O2 for binding spots. But why does CO also decrease O2 binding capacity? I thought O2 binding capacity was defined as "if all O2 binding spaces were available on Hb, how much O2 could you theoretically have"?
