Default observership
I am IMG residing in the U on a dependent Visa,
can you please let me know if I will require a work permit to start an externship or observership.

I dont think so, I did my observership with my Tourist visa which allows me to stay for 6 months, if you're staying for more you need a student visa. dont know which one you have but you don't need work permit or anything like that b/c they wont be paying you.
