Warning! Graduating in May Step 1 Advice in Need!

Hi, I am an IMG who is graduating in may. I want to prepare myself in the USA with Kaplan which City will be better Chicago or Houston. Also, has anyone prepare themselves outside the Kaplan through a Community College for I-20 Visa purpose?. I am trying to prepare myself the less expensive way possible, but I am not sure if Kaplan will be worth it or no, some friends tell it is and others discourage me to pay them. Please help me!
