Low step 1 scores

1. I am IMG and scored 77 in my step 1.
I have already completed my post graduation in Radiology in my home country.
Do I have any significant chance of getting a residence program?

2. What should be the sequence of giving step 2/3?
I read somewhere that complete your step 2 CK by July, apply for Interviews and then clear your step 2 CS by January next.
Is this the best procedure or some one has better suggestion.

You just need to pass these exams and then apply for a fellowship program in the US. Your scores don't matter since you've already done your post graduation.
